Neutrogena black mascara (from CVS), Neutrogena eyeshadow in a natural tone like a shimmery bronze, and Neutrogena eyeliner in a really light brown. Neutrogena is cheap and really really natural, because your sister has good eyes and doesn't need a lot of makeup.
I would stay away from eyeliner in general since her eyes are pretty big in the first place. Use mascara on the top and bottom then but a light shadow in the corners of her eyes( try Loreal ';Wear Infinite'; in Morning Light), it will make the color pop. I think if she used any dark colors it wash her out. LESS IS BETTER.
Almay makes a product line to enhance the color of the eyes. They have kits that include the eyeshadow, liner, and mascara that match. Here's a link to their site. I buy it at walmart. Since a black eyeliner would probably look way too intense, I'd suggest trying a brown eyeliner. Not even a dark brown, but a medium, sort of chocolaty color, if that makes sense. Or, if you want something different, a navy blue would really bring out the color of her eyes.
I would try one of these colors in a liquid eyeliner, and, starting about where the iris starts ( or about an inch away from the inner corner ) trace a very thin line along the top lash line, very close to the base of the lashes, and make the line subtly thicker ( but not too thick ) as you get closer to the outer edge of the eye. Then just use some curling black mascara, ( or curl your eyelashes and use regular black mascara )
