It depends on the person that is wearing the makeup and who is judging her. Women that are insecure can pick apart other women if they're afraid they're stealing the spotlight. Also, if the person wearing the eyeliner is trashy, odds are it's not really the smoky eyes that make her look like a hooker. You can look classy and elegant and wear smoky eye makeup.
It depends on the strength of your coloring. The stronger your coloring, the more dark and smokey you can go. However, even that has a limit. That look just does not look good doing the day, it's not natural. Save it for night time.
Well just depends. Too much makeup during the day is too harsh and can look sort of trampy.

the nick name for the smokey eye is the bedroom eye..that is where it comes from. but i think it is so pretty and it looks way good so dont let that get in the way of your make up
It depends on how its put on. A cool smokey eye done right can be really glamorous and hot, but just a ton of heavy dark eye makeup can look pretty skanky
It has a lot of factors. Some people's faces juss can not hold a lot of makeup. Also, depends on the brand of makeup.
