I've had to resort to applying quite heavy foundation on my skin to conceal scars from previous bouts of severe acne.
It IS possible, however, I've found that if you apply foundation heavily, you have to be really cautious about eyes and lips. They shouldn't be all that vibrant. For example, heavy foundation+red lipstick can be done, but it looks really weird. heavy foundation+dramatic, black smokey-eye also looks really weird.
You can still do a red lip of course, but keep the lipstick looking more like a lip-stain, rather than a slap of red applied to your face in a really unnatural, angular way.
Blush-wise, I like to use peach-toned ones, as they tend to warm %26amp; contour the face - again, achieving a more natural look. You can also use highlighters on the cheekbones for a youthful, dewy finish.
Recommended products/app: MAC studio-fix fluid OR MAC studio finish concealer, buffed onto the skin with a buffer brush. Set with any powder (heavy finish: MAC studio fix powder. Lighter finish: Clinique Blended powder). Then natural blush. Highlighter, if desired. Soft eye make-up (mascara, and liner. Or you could do a cat-eye, to add more definition). Well I USED to wear dream matte mouse foundation all over and then topped it off with powder, a bit of bronzer to give me more cheekbone, I also wore bronzer very lightly on the sides of my nose as it makes it more defined as mines quite wide. I also wore eyeliner on the bottom of my eye and thin layer of liquid liner on top of my eyelid with a tiny tiny flick at the edge of my eye as it makes them seem bigger, I also worse lots of mascara and especially the outer corner of my eye make my eyes bigger. I also wore foundation on my lips as i didn't like having red lips, and topped that off with lip gloss.
But now, I just wear a bit of powder and mascara, and get a lot more complements about my looks, and i would never go back to wearing my heavy make-up. I admit it took me ages to get over wearing all my make-up as i thought i just looked weird without it, but now i don't really give a **** and feel a lot better about myself :L :)

is there a reason you want / need to apply really heavy make up - to cover a birthmark or something ?
Maybe is your best bet is to go to a make up counter in a department store and ask their advice - they will often apply make up to you, so you can get an idea before you buy ....
spread it out evenly on your face.
Use liquid foundation then cover it with powder.
lip gloss.
Thick eyeliner, but DONT overdue it, unless you're going for the goth look.
outline the eyeliner with white eye shadow for a smokey look, then top it all off with mascera.
That's using about all they different types of make up they make.
You question is a contradiction in terms. Pretty and heavy makeup just don't compute. A glance at the 'Pan Stick' Trolley Dollies on an aircraft should put you off. It does me.
Don't think one can look 'pretty' with heavy makeup - glamarous yes. That is only my opinion
