What can I put on top of heavy makeup so that it won't smudge?

I'm talking heavy costume makeup, particularly on lips, with easily messed-up colors. (black on white) I was hoping for recommendations for products that are relatively cheap. What can I put on top of heavy makeup so that it won't smudge?
MAC FIX+ ? i believe it's $15? try a cco (cosmetic comopany outlet) if you have one around you, the last time i dropped by they carry mac fix+ for a discounted price of $12What can I put on top of heavy makeup so that it won't smudge?
A loose powder can work.

I have done make up for ';The Nutcracker Ballet';. The soldiers were done in white, red and black make up. We didn't use anything on top of it. The dancer's could not touch their face. To keep color on lips go over them first with base make up.
im not sure what you could put on top to make it stay, but somethings you can do are, put chapstick on first, then put foundation on your lips, then the constume makeup. also put poweder on the face makeup to help it stay.
Try dusting a translucent powder on top of the makeup to set it.

It doesn't have any color so it doesn't mess-up anything.

There are lots of selections at the drugstores for about $6
